During the 1970’s and 80’s Perry Parker was working as a welder on lay barges that sent oil drilled from the ocean back to shore. While working on those barges, Mr. Parker had met and told many of his colleagues about the work he did back home for various contractors on distribution gas line. Years after their return, one of Perry's closest colleagues, Joseph Stockstill, remembered all the knowledge that he had shared and offered to fund their operation if Perry would agree to form a partnership. In 1992 Joseph Stockstill moved from his home in Mississippi to Marion, NC where Perry lived, and together they founded Parker-Stockstill Construction, INC.
In 1993 they received an offer to become a Contractor for Greenville Utilities in Greenville, NC. The company’s great work for the municipality led to a letter of recommendation and job offers for the city of Rocky Mount, NC and the City of Wilson, NC. Due to the work demand in the eastern part of the state, they decided to relocate the business to Elm City, NC where it is still based today. Mr. Parker eventually bought out Stockstill’s portion of the company and continued to operate two Crew’s with his sons, Todd and Trent Parker, and with the help of his Wife, Janess Parker.
A turning point in the company came in 2000 when Parker-Stockstill won a bid with North Carolina Natural Gas to install all the distribution gas line off a new transmission line that would run across the Eastern part of the state. There were doubts at the time on if PSC would be able to handle the amount of work with its smaller workforce, but expectations were exceeded, and work was completed ahead of schedule!
Today the company has 2 offices in Elm City, NC and New Bern, NC, has grown to 30+ crews working in 30+ counties, and continues to grow. The influence of our early employees cannot be understated, and many of them are still employed to this day. Perry’s vision and belief that “If we provide quality work, then the quantity of work will come” has been realized and continues to steer our company into the future!
